BPCE Supervisory Board:
Ramon Fernandez and Hervé de Villeroché, representing the French government
Laurence Danon and Marwan Lahoud, independent members

Christine Lagarde, France's Minister for the Economy, Industry and Employment, has appointed the two government representatives on the Supervisory Board of BPCE*, Ramon Fernandez and Hervé de Villeroché. In accordance with the agreements reached with the Groupe Banque Populaire and the Groupe Caisse d'Epargne, Laurence Danon and Marwan Lahoud have also been appointed as independent members.

Ramon Fernandez, a graduate of the Institut d’Etudes Politiques (IEP) in Paris and a former student at the Ecole Nationale d’Administration (ENA), Léon Gambetta class (1991-1993), began his career as civil administrator within the Treasury department of the Ministry of the Economy and Finance. In 2007, he became an advisor to the French President on economic issues and from 2008 to 2009 was head of the cabinet of Xavier Bertrand, Minister for Labor, Labor Relations and Solidarity. He has been Director General of the Treasury and economic policy within the Ministry for the Economy, Industry and Employment since March 2009.

Hervé de Villeroché, a graduate of the Institut d’Etudes Politiques (IEP) in Paris and a former student of the Ecole Nationale d’Administration (ENA), Victor Schoelcher class, joined the Treasury department of the Ministry of the Economy and Finance in 2001, where he has spent most of his career. Since March 2009, he has been head of the finance department at the Treasury and Economic Policy General Directorate within the Ministry for the Economy, Industry and Employment, and a non-voting director on the Banque de France General Council.

Laurence Danon is a former student at the Ecole Normale Supérieure (Ulm), and an engineering graduate of the Corps des Mines, specializing in Physical Sciences, and holds a post-graduate diploma in Organic Chemistry. She began her career in 1984 at the French Ministry for Industry as head of the Industrial Development division within the Picardie Regional Department of Industry and Research. In 1987, she joined the department of hydrocarbons at the Ministry for Industry as head of Exploration and Production, before taking up a commercial position at Elf in 1989, where she became head of Industrial Specialties in 1991. In 1994, she was appointed global head of the Functional Polymers division. In 1996, she became Chief Executive Officer of Ato Findley Adhesives. In 2001, she was appointed Chairman and Chief Executive Officer of Printemps. Ms Danon joined Edmond de Rothschild Corporate Finance as a member of the Management Board in 2007.

Marwan Lahoud, a former student at the École Polytechnique and a graduate of the École Nationale Supérieure de l’Aéronautique et de l’Espace, was appointed Chief Strategy and Marketing Officer and a member of the Executive Committee at EADS in June 2007. Prior to this, he was Chairman and Chief Executive Officer of MBDA. He worked for Aérospatiale during its merger with Matra and on the creation of EADS. Within EADS, he has held the role of Senior Vice-President, Mergers and Acquisitions.

The regional banks of the Banque Populaire and Caisse d'Epargne networks appointed their
14 candidates** on June 17. This brings the number of members of BPCE's* supervisory
board to a total of 18.

The extraordinary general meetings of Banque Fédérale des Banques Populaires (BFBP) and
Caisse Nationale des Caisses d’Epargne (CNCE) are due to take place on July 31, 2009 to
approve the contributions and ratify the formation of the new central body.

BPCE will become officially operational on Monday, August 3, 2009.
